Is there truly no possible way to separate every single issue and bill that goes through congress?

Yes, I know it would mean a hell of a lot of individual bills go through congress, but I would counter that with how much extra time our senators and congressmen take up by debating this or that addition to this or that bill that has absolutely nothing to do with the main bill at hand. Is it truly impossible to separate out the bills and force each issue to stand on it's own merit?
