If republicans were told that DREAM ACT would not effect until until 2016 would they vote for it.?

Obamacare passed on a similar note. It does not take full effect until 2014. So why not DREAM ACT. Republicans/skeptical democrats would have plenty of opportunity to make changes to DREAM ACT before it were to take effect.
